Norilsk is an industrial city in Krasnoyarsk Krai, Russia. Its population was 176,251 inhabitants in 2015. Located north of the Arctic Circle, it is considered the northernmost and coldest city with over 100,000 inhabitants in the world. Norilsk was founded alongside Norillag, a branch of the Gulag. It is also one of the most polluted cities in the world. With restricted access, it can only be reached by plane or by boat in summer via the Yenisei River. An 80 km railway connects Norilsk to the port of Dudinka on the Yenisei.
